CIS SA VIC Tender Support
OVERVIEW:
NEN Consulting was engaged by Birdwood Energy to support the preparation of tender documentation in accordance with the first stage of the Capacity Investment Scheme for South Australia and Victoria (CIS SA VIC) Tender Guidelines.
The CIS SA VIC seeks bids for up to 2400MWh of dispatchable capacity from projects located in South Australia or Victoria and it’s been administered by the Australian Energy Market Operator (AEMO) on behalf of the Australian Government. The project aims to significantly support system reliability and NEN has led the coordination of Birdwood’s tender submission.

UTILITIES CHALLENGE:
Birdwood is a specialist investor in the renewable energy sector which works closely with developers to scale projects for investment, accelerate deployment and integrate batteries, as well as investing into businesses supporting the sector.
However, the 400MW BESS will be the biggest project planned in Birdwood’s portfolio, and the CIS SA VIC was a challenging tender due to its complexity that goes from technical to social impacts.
Birdwood’s focus was keeping its team on track of all requirements of the Tender to ensure that a high-level bid would be developed within the required time frame, and NEN Consulting’s role was instrumental in navigating these complexities.
SEAMLESS SOLUTION:
NEN Consulting’s comprehensive approach included:
- Collating available information to determine any gaps that require specific supporting document to be developed.
- Bid coordination including a kickoff meeting and weekly progress update meetings targeting key milestones.
- Ad-hoc coordination of tender document development, including peer reviews and approvals required by Birdwood and updated work plan according to any changes required.
- Coordination of strategic partnership with external advisory consultant aiming to ensure that the project would meet social impact requirements.
- Close out meeting with delivery of all packages and application submission.
MULTIDISCIPLINARY APPROACH:
Our team was able to provide comprehensive support throughout the entire project, ensuring our scope of work was completed on time, on budget, and to the highest standard. Including:
- Advising on the CIS SA VIC Tender Guideline, and on AEMO and National Electricity Rules (NER) legislation for grid connection approval.
- Bid coordination with development of a tender development work plan with weekly key milestones, and coordination of tender documents development.
- High quality tender documentation including the Project Bid Form and supporting attachments.
